The International Council of Arbitration for Sport (ICAS) is the administrative and financial authority that CAS operates under. It works to safeguard CAS’ independence, and the rights of Parties involved in CAS proceedings. 

ICAS is composed of 22 members representing the Olympic movement, sports federations, athletes and the legal sector. Once appointed, members sign a declaration to exercise their function in a personal capacity, with total objectivity and independence. Under no circumstances can an ICAS member be involved in CAS proceedings, either as an arbitrator or a counsel.

The ICAS Board is composed of the ICAS President, the three ICAS Vice-presidents and the Presidents of the CAS Ordinary Arbitration Division and the CAS Appeals Arbitration Division. ICAS elects these Board members itself, and the ICAS President also serves as CAS President.

Responsibilities for ICAS include the appointment of CAS arbitrators, approving CAS budget and financial statements, and deciding any changes to the Code of Sports-related Arbitration. Any changes to the Code can only be approved by a majority of two-thirds during an ICAS meeting.
