El Consejo Internacional de Arbitraje del Deporte (CIAS) es la autoridad administrativa y financiera bajo la cual opera el TAS. Su función es salvaguardar la independencia del TAS y los derechos de las partes involucradas en los procedimientos del TAS.
El CIAS está compuesto por 22 miembros que representan al movimiento olímpico, las federaciones deportivas, los atletas y el sector jurídico. Una vez nombrados, los miembros firman una declaración en la que se comprometen a ejercer sus funciones a título personal, con total objetividad e independencia. Bajo ninguna circunstancia un miembro del CIAS puede participar en los procedimientos del TAS, ya sea como árbitro o como abogado.
El CIAS está compuesto por el presidente del CIAS, los tres vicepresidentes del CIAS y los presidentes de la Cámara de arbitraje ordinario del TAS y de la Cámara de arbitraje de apelaciones del TAS. El CIAS elige a los miembros del Consejo, y el presidente del CIAS también ejerce como presidente del TAS.
Las responsabilidades del CIAS incluyen la nominación de los árbitros del TAS, la aprobación del presupuesto y los estados financieros del TAS y cualquier decisión sobre cambios al Código de Arbitraje Deportivo. Cualquier cambio en el Código solo puede ser aprobado por una mayoría de dos tercios durante una reunión de la CIAS.
