Le Conseil International d'Arbitrage en matière de Sport (CIAS) est l'autorité administrative et financière sous laquelle opère le TAS. Il veille à préserver l'indépendance du TAS et les droits des parties impliquées dans les procédures du TAS.
Le CIAS est composé de 22 membres représentant le mouvement olympique, les fédérations sportives, les athlètes et le secteur juridique. Une fois nommés, les membres signent une déclaration dans laquelle ils s'engagent à exercer leurs fonctions à titre personnel, en toute objectivité et indépendance. En aucun cas, un membre du CIAS ne peut être impliqué dans une procédure devant le TAS, que ce soit en tant qu'arbitre ou en tant que conseil.
Le bureau du CIAS est composé du président du CIAS, des trois vice-présidents et des présidents de la division d'arbitrage ordinaire du TAS et de la division d'arbitrage d'appel du TAS. Le CIAS élit lui-même les membres de son bureau, et le président du CIAS occupe également la fonction de président du TAS.
Les responsabilités du CIAS comprennent la nomination des arbitres du TAS, l'approbation du budget et des états financiers du TAS, ainsi que la décision de toute modification du Code d'arbitrage en matière de sport. Toute modification du Code ne peut être approuvée qu'à la majorité des deux tiers lors d'une réunion du CIAS.
